James Zingale, PhD, joined the Safety Net Hospital Alliance in May of 2008 as Executive Director of Research & Fiscal Analysis.
Dr. Zingale plays a key role in assisting with developing health care policy for the state of Florida. The Safety Net Hospital Alliance includes the state’s teaching, public, and children’s hospitals. Although they make up only ten percent of Florida’s hospitals overall, these hospitals provide 50 percent of the charity care and 80 percent of the graduate medical education in Florida. Dr. Zingale helps ensure these hospitals run as efficiently as possible to continue helping those in need.
Prior to joining “the Safety Net Alliance” Dr. Zingale retired from state government after 35 years of public service. During his career, Dr. Zingale served 17 years in various roles of legislative leadership staff (Appropriations, F&T and Research Staff Directors). Dr. Zingale also served 18 years with the Florida Department of Revenue, serving as Deputy Director for ten years and eight years as Executive Director. During his tenure with the Department of Revenue, he oversaw implementation of two monumental technology projects-a $110 million Integrated Tax Administration System, which delivered a 10-to-1 return on investment, and an $86 million Integrated Child Support System. His work earned the department the National Excellence Award from the LBJ School of Public Administration.
Additionally, Dr. Zingale works as a consultant with Capitol Hill Group, a governmental relations consulting firm, as well as with Deloitte.
Dr. Zingale holds a doctoral degree in philosophy and economics from Florida State University, along with a master’s degree in economics and a bachelor’s degree in business administration from Bowling Green State University.
